Four rules arrive, one leaves, and one warning becomes an error. The two new date rules are the ones most likely to hit an existing integration: they check a format nobody has touched, because it looked right on screen.
Dates are now checked for their format: YYYY-MM-DD in UBL, eight digits with the attribute format="102" in CII. Both report a warning rather than an error, so the invoice is still accepted.
A supporting document (BG-24) may now carry only one description and one embedded file. The two rules stand in for CII-SR-475 and CII-SR-476, which CEN 1.3.16 binds to the wrong rule context so that they never fire.
ChangedBR-TMP-2
An external document address that is not a complete URL used to be a warning and is now an error. Anyone shipping an internal path in BT-124 will have the invoice rejected from now on.
RemovedBR-CO-25
CEN withdrew the Schematron for this rule in 1.3.16 while credit-note handling is being reworked. The validator can no longer report the code, so its explanation page is gone.
What to do
Run an invoice your system produces today against the new rule set. If you write CII, look at the date fields first: the format attribute is frequently mapped to 610 while the value stays eight digits.
